Corruption

The Bush Administration has deliberately undermined the American effort in Iraq in a number of ways, but one of the most serious from the very beginning has been its toleration and and even promotion of corruption. It practiced corruption, in awarding positions and contracts to well-connected Republicans without requiring performance, and it has tolerated corruption on a all-enveloping scale by the Iraqis.

It is more than a scandal, it is a pattern of scandal, a habit of scandal.
